Enforced on April 1st! New buildings should be equipped with solar systems and PV modules designed to last longer than 25 years
On October 13, 2021, the Ministry of Housing and Urban-Rural Development issued the General Code for Building Energy Conservation and Utilization of Renewable Energy GB 55015-2021 and nine mandatory construction codes, and approved the General Code for Building Energy Conservation and Utilization of Renewable Energy (hereinafter referred to as the "Code") as the national standard, which will come into effect on April 1, 2022.

Announcement of General Code for Building Energy Conservation and Renewable Energy Utilization
The General Code for Energy Conservation and Utilization of Renewable Energy in Buildings is hereby approved as the national standard, numbered GB 55015-2021, which will come into force on April 1, 2022. This code is mandatory construction code, all provisions must be strictly implemented. At the same time, the relevant mandatory provisions of the current construction standards will be abolished. In case of any discrepancy between the relevant provisions in the current project construction standards and these codes, the provisions of these Codes shall prevail.
These specifications are published on the portal website of the Ministry of Housing and Urban-Rural Development (www.mohurd.gov.cn) and published and distributed by China Architecture Publishing & Media Co., LTD., organized by the Institute of Standard Quota of the Ministry of Housing and Urban-Rural Development.

The Code requires that the design, construction, acceptance and operation management of building energy conservation and renewable energy application systems for new, expanded and rebuilt buildings as well as existing building energy conservation renovation projects must comply with the code.
According to the code, the overall planning of new buildings and buildings should create conditions for the use of renewable energy, and the feasibility study reports, construction plans and preliminary design documents of construction projects should include analysis reports on building energy consumption, renewable energy use and building carbon emissions. The construction drawing design document shall specify the technical requirements of building energy saving measures and operation management of renewable energy utilization system.
"Code" also proposed, building energy consumption statistics should include: building power consumption; Coal, gas or oil consumption; Heat consumption of central heating; Central cooling consumption; Utilization of renewable energy.
The Code is clear: new buildings should be installed with solar energy systems, in which the collector design service life should be higher than 15 years, the design service life of photovoltaic modules should be higher than 25 years.

The code for mandatory project construction mainly stipulates the technical requirements for safeguarding personal health, safety of life and property, national security, ecological environment security and meeting the basic needs of economic and social management. The general specification is the regulation of the professional key technology measures that are common and common to all kinds of projects.
The "Specification" has the following characteristics:

The mandatory construction standards system covers all kinds of construction projects in the field of engineering construction. After the implementation of the mandatory construction standards, the current mandatory provisions in the relevant national and industrial standards for engineering construction will be abolished at the same time. "General Specification" full text mandatory, must be strictly implemented!
2. Wide coverage of general standards for building energy conservation and renewable energy
Related to the contents of new buildings, existing buildings, renewable energy systems, construction commissioning, acceptance and operation management, the design, construction, acceptance and operation management of building energy saving and renewable energy building application systems of new, rebuilt and expanded buildings and existing building energy saving renovation projects must be subject to this Code.
3, building carbon emission calculation as a mandatory requirement
The General Code requires feasibility study reports, building plans and preliminary design documents of construction projects to include analysis reports on building energy consumption, renewable energy utilization and building carbon emissions. At different stages of the project, carbon emission calculation and analysis should be carried out and strictly implemented.
4. Renewable energy utilization requirements are detailed
The renewable energy system puts forward clear indexes and requirements for solar energy utilization, air source heat pump and ground source heat pump. Solar photovoltaic is an important measure for the next stage of county and city construction and to achieve the goal of double carbon. The General Code requires that new buildings should be installed with solar energy systems. When designing solar photovoltaic power generation systems, the installed capacity of the system and the total annual power generation should be given.
5. The energy-saving design level of new buildings is further improved
The General Code raises the thermal performance limits for residential buildings and public buildings. Different from the current energy conservation standards in most areas, the average designed energy consumption level is reduced by 30% and 20% respectively on the basis of the current national and industrial standards for energy conservation design.
1) The average energy saving rate of residential buildings in cold and cold areas should be 75%;
2) The average energy saving rate of residential buildings in other climate zones should be 65%;
3) The average energy saving rate of public buildings should be 72%.

6. New energy-saving design index requirements for industrial buildings in mild areas
Compared with the Unified Standard for Energy Saving Design of Industrial Buildings GB 51245-2017, the General Code adds new energy saving design indexes for industrial buildings with heating and air conditioning systems in mild zone A to expand the scope of application of industrial standards, which are strictly implemented for industrial buildings in mild areas.
7, HVAC system efficiency and lighting requirements are comprehensively improved
"General Specifications" for chillers, heat pump systems, multi-line and other cold and heat source equipment unit efficiency requirements to improve, lighting power density compared with the current lighting standards, meet the target value requirements, further reduce building operation energy consumption.
Carbon emissions are calculated for every new renovation project, just like building energy efficiency.
Compared with the historical version, the upcoming Code has the following highlights:
1. Make building carbon emission calculation a mandatory requirement;
2. It is clearly required that "solar energy system should be installed in new buildings";
3. Added energy-saving design index requirements for industrial buildings in mild areas.
Industry analysis: The implementation of the Code will provide a better starting point for the various incentive policies that have been introduced. Although the standards such as carbon emission calculation are still under discussion and not clear, and the actual implementation will vary from region to region and specific projects, but in general it is good for green building, distributed photovoltaic and other businesses. It is expected that after the implementation of the Code on April 1, the integrated market of building photovoltaic will usher in good development opportunities.
